TWELFTH NORTHERN MARIANAS COMMONWEALTH
LEGISLATURE H. R. NO.

A HOUSE RESOLUTION
For the Division of Public Lands to designate public land Lot
No. 33-10 in Gualo Rai for Youth Center and Public Park for Precinct
III and for other purposes.
WHEREAS, the youth of society are potentially the most valuable
asset to civilization, not only for emotional support and outlet
they provide, but as precious resources that most be carefully
nurtured into productive citizens; and
WHEREAS, the Commonwealth's youth constitutes sixty-four (64) percent of the
Northern Marianas population; and
WHEREAS, if young people do not receive adequate direction and productive outlets
for their energies, they may turn to destructive habits such as drug use, vandalism,
and other crime; and
WHEREAS, although there are many public youth oriented programs presently available,
some of them continuously and some at intervals throughout the year, the youth
of Precinct III have been yearning for a Youth Center within which to socialize
and participate in social education, and recreational programs and events;
and
WHEREAS, the CMNI government should devote more financial resources toward
progressive youth development a priority in the budgeting and funding allocation
process; and
WHEREAS, funds are now available for a Youth Center for Precinct III; hence,
the need for this designation; now therefore,
BE IT RESOLVED, by the House of Representatives, Twelfth Northern Marianas
Commonwealth Legislature, that the House respectfully request the Division
of Public Lands to designate the public land Lot No. 33-10 in Gualo Rai for
a Youth Center and Park for Precinct III; and
BE IT FURTHER RESOLVED, that the Speaker of the House shall certify and the
House Clerk shall attest to the adoption of this resolution and thereafter
transmit copies to the Honorable Pedro P. Tenorio, Governor of the Commonwealth
of the Northern Mariana Islands; Mr. Manuel P. Villagomez, Chairman of the
Board of Public Land; Mrs. Bertha C. Guerrero, Executive Director of Public
Land and Dr. Joaquin A. Tenorio, Secretary of the Department of Lands and Natural
Resources.
