A LOCAL APPROPRIATION ACT
To appropriate a sum of $25,000 for the development, implementation,
and maintenance of the CNMI Youth Webpage from Saipan Local Law
11-2; and for other purposes.
BE IT ENACTED BY THE THIRD SENATORIAL DISTRICT DELEGATION PURSUANT
TO CHAPTER 4 OF DIVISION 1 OF TITLE 1 OF THE COMMONWEALTH CODE:
Section 1. Purpose. The purpose of this Act is to appropriate a
sum of $25,000 from Saipan Local Law 11-2 for the development,
implementation, and maintenance of the CNMI Youth Web-page. This
Youth Zone will host the CNMI Youth Forum, and should serve as
a link for policymaking research and to policymakers on the interests,
concerns, views, and desires of the youth of the CNMI in the
new millennium. Unlike a more mundane government website, the
Youth Zone will be both “lively and entertaining” as
well as educational, informative, and be on the cutting-edge
on youth trends and issues as well as desired policy solutions
as systematically in a democratic manner articulated by CNMI
youths, including site features on funny epithets and anecdotes
around and about the CNMI. Practical information on homework
assistance and resources for job referrals, events and calendars
(e.g., sports competition/training), and “things to do” for
youths will also be featured, among other useful menu.
Section 2. Appropriation Provision. The Saipan and Northern Islands
Legislative Delegation hereby appropriates the sum of $25,000 as
follows:
(a) $25,000 pursuant to Section 1 and 3 of this Act under the expenditure
authority of the Director of the Legislative Bureau with written
concurrence by the Youth Congress in a form of a Youth Congress
resolution.
Section 3. Management of Funds. The Department of Finance shall
regulate and control the expenditure of funds appropriated by this
Act, so that no activity may expend appropriated funds contrary
to the law or fiscal management policies and practices of the Commonwealth.
Expenditure authority for the program and projects funded under
this Act shall be required to submit a quarterly written progress
report to the Chairman of the Saipan Legislative Delegation.
Section 4. Severability. If any provision of this Act or the application
of any such provision to any person or circumstance should be held
invalid by a court of competent jurisdiction, the remainder of
this Act or the application of its provisions to persons or circumstances
other than those to which it is held invalid shall not be affected
thereby.
Section 5. Effective Date. This Act shall take effect upon its
approval by the Governor or its becoming law without such approval.
